Delivering critical roof renewal works within a secure and fully operational Defence precinct.

SHAPE was engaged by the Department of Defence to deliver the Russell R4 Roof Refurbishment project at the Russell Offices in Canberra. Located within a highly sensitive government precinct, the project involves major roof remediation and replacement works to improve the building’s performance, safety and long-term durability while maintaining operations within the live environment.

The scope includes full roof renewal and remediation works across the R4 building, together with a range of safety and access upgrades. Key elements of the project include hazardous materials remediation and removal from the existing roof assemblies, full roof replacement with new roof sheeting and removable roof sections, installation of new roof anchor points and a compliant roof safety system, new access hatches for maintenance personnel, replacement gutters and downpipes connected to new sumps, and waterproofing membrane remediation.

Delivered under a Design & Construct model, the project is being managed by Aurecon as Project Delivery Services contractor and requires close coordination between all stakeholders to maintain programme certainty in a secure and active precinct. SHAPE’s delivery approach has focused on detailed planning, sequencing and access management to ensure works can progress safely and efficiently within the operational constraints of the site.

A key challenge has been undertaking extensive roof works in an occupied and highly secure environment with strict access controls and operational requirements. The team has carefully managed staging, logistics and site interfaces to minimise disruption to building occupants while maintaining compliance with security protocols and ensuring safe delivery of high-risk remediation and replacement works.

Once complete, the project will provide the Department of Defence with a renewed and safer roof system that supports the ongoing operation of the Russell R4 building. By upgrading critical building elements within a complex live environment, the project will deliver a durable, compliant and fit-for-purpose outcome for one of Australia’s most important government facilities.
